For most dog owners in Athens this law is the most relevant law

Leash Law – Dogs in Athens-Clarke County are permitted to be unrestrained by a leash provided that they are on their owner's property and their owner is outside, on the property, with them. Once off of the respective property, dogs must be restrained by a leash at all times. The leash law is enforced by ACC Animal Control and applies to all UGA campus and park areas. The only designated off-leash areas are the marked areas at Parks
